讲座内容简介：This paper investigates the interactions between the two systems- the public system and the private system - in a two-tier healthcare system with two classes of patients differing in their preferences (e.g., delay and payment sensitivities). Our results reveal that, first, the public system ignores patients' preferences when making service capacity decisions, while the private system adapts to patients' preferences in a timely manner. Second, the public system, counterintuitively, does not always invest all of its budget into service capacity; sometimes it even reduces service capacity with respect to its patients' market size despite sufficient budget. Furthermore, we find out that indeed, introduction of competition into the healthcare market is not always beneficial. It brings benefits when the public system obtains high enough budget; however, it does harm to patients when the public system has a very limited budget. Finally, a special Prisoner's Dilemma arises under sufficient budget scenario, leaving both the public and private systems worse off. |
报告人简介：兰燕飞，天津大学管理与经济学部系统工程研究所副教授，硕士生导师，香港中文大学访问学者，研究方向为物流与供应链管理和医疗运营管理，发表SCI&SSCI论文30余篇，分布在EJOR、Omega、IJPR等管理科学领域期刊。主持国家自然科学基金两项，天津市自然科学基金一项。国际电子商务联合会中国分会理事、中国管理科学与工程学会理事，中国运筹学会随机服务与运作管理分会理事、中国运筹学会行为运筹与管理分会理事、中国运筹学会智能计算分会常务理事、中国运筹学会不确定系统分会理事、中国运筹学会会员、中国系统工程学会会员、国际SCI检索期刊《International Journal of Machine Learning and Cybernetics》副主编，担任Omega、EJOR、IJPE、IJPR、JORS、AOR等期刊审稿人。 |
